Susy pugh was born Susan Marie Hoctor Pugh in Santa Louis, MO, on 6 October 1950. She was the daughter of Dr. Edward Hoctor and Patricia Lee (Hoctor) Troxell. Since childhood, she lived in Ventura, where she remained a resident for a long time. Her four siblings are Sally Leavens, Sandy Stellar, Tim Hoctor, and Michael Hoctor.

She graduated from Buena High School in 1968, where she was an avid cheerleader and competitive swimmer. She married Darrel Pugh, who was born on 4 July 1946. They had three children together.

Susy gave back to society by creating a home for those needing shelter, food, and love, a virtue that she instilled in her three children.
